Dear Ocean Outfall Group (OOG), dedicated to ending the 301(h) waiver held by the Orange County Sanitation District (OCSD):

Yesterday, August 31, AB 1969 was passed by both the State Assembly and State Senate, and has gone to enrollment, awaiting the signature of Governor Davis. The vote was unanimous, a remarkable feat. Kudos to David Beckman of NRDC to get the original Maddox language inserted which guarantees that OCSD will go to full secondary requirements. Otherwise, OCSD will be fined if they don't get the job done by 2013, a 10 year time frame that probably is too long, but is a backstop guarantee by the state. We can still go to the RWQCB soon, to ask for a shorter time frame.

Now is the time to email/call/fax Governor Davis to ask for his signature to place AB 1969 into law. Write Gov. Davis at: graydavis@governor.ca.gov.

As a followup to last week's OCSD Steering Committee and Board of Directors meeting, it is encouraging that OCSD has already increased its percentage of secondary treatment from 53% to 56%, a 3% increase in treatment in 1 month. This is great news. OCSD will be keeping a monthly chart going to see how the curve of improvement develops. If OCSD can continue 3% a month, then we will be at full secondary by 33 months, a little shy of 3 years. It is important to attend the Committee and Board meetings on Wednesdays and Thursdays. This coming Wednesday, September 4, is the OMTS (Operations, Maintenance, and Technical Services) meeting 5 PM at OCSD. This Thursday, September 5, is the PDC (Planning, Design, Construction) meeting, again at 5 PM at OCSD. These meetings are important to attend. They are enjoyable for a change, as we are in a more cooperative position. Acting GM Gary Streed mentioned that General Manager Blake Anderson is not interested in any backsliding, which is very good news.

All in all, a very good week. Don't forget to write or call the Governor to urge passage of AB 1969. See webpage:
