I also helped stop the 301(h) waiver, closing a loophole in the Clean Water Act that for 30 years allowed the Orange county Sewage District to discharge the dirtiest sewage in the nation.

I continue to press FOR full secondary treatment of all sewage, and AGAINST the dumping of CHLORINE.

I favor using prop 50 and Land and Water Conservation funds to purchase the Bolsa Chica Mesa.

The Bolsa Chica Mesa and Wetlands are a single eco-system that must remain natural and whole.

I propose helping fund the infrastructure repair shortfall by creation of the 'NEWPORT/INGLEWOOD WILDLIFE CORRIDOR'.

It will include 5 wetland/open space areas, as well as 12 educationally important, culturally significant archeological sites- all within Huntington Beach.

Replete with interpretive centers, elevated walkways, and related rentals, this magnet for international eco-tourism dollars will provide habitat for indigeones species, filter our water, and provide educational oportunities for our schools.

I favor a Pro-Humane animal shelter for our city, which would be far more affordable than the 'MYERS/ALLEN' study has suggested.

I oppose the districting of our city, or any reduction in the number of councilmembers.

Balancing our BUDGET is a matter of priorities.

Before we balance the budget on the backs of LOW INCOME SENIORS, close the Nature Center, lay off the Ranger, cut LIBRARY HOURS, or darken HBTV, we need ask ourselves-

"Do we really need a new 18 million dollar sports complex, and its projected $700,000.00 SHORTFALL when we already have GREER PARK, MURDY PARK, GOLDEN WEST PARK, EDISON, and MILES of BEACH?" "Is a MILLION DOLLAR POLICE HELICOPTER enough, or do we need three of them?"
..."Why are these CITY OWNED and PAID FOR HELICOPTERS taking part in COUNTY BACTERIA STUDIES- studies where the SEWAGE DISTRICT is not only STUDYING THEMSELVES (!) but using Huntington Beach Taxpayer money to 'PROVE' that the 10 million gallons per HOUR of the most poorly treated sewage IN THE NATION they dump is not the source of our beach closures??!!

I would favor regionalization of FIRE SERVICES, with the right county guarantees. This would increase public safety (by cutting response times) and be less expensive for the city as well.

Finally, I intend to implement S.A.N.D. Plan, my 5 point clean water action plan.

Point one, getting rid of the WAIVER, has already been realized. Point two, Full Secondary Treatment of all SEWAGE. Point three, 'DON'T BLEACH THE BEACH'. Tertiarry disinfection, yes, but with the emphasis on purification, not sterilization, avoiding what I call the 'TIDY BOWL' effect. Point four, SOURCE CONTROL and SEPARATION'

A) It is much cheaper to nab pollutants at the source- an ounce of prevention is worth a pound of cure!

B) Keep separate the FECAL DEBRIS in residential effluent from the heavy metals in industrial effluent- these metals kill the beneficial microbes neccessarry for secondary treatment!

Point 5, 'POROUS PAVING and PERCOLATION PONDS'

B) Point 5 also reclaims the 243 million gallons of water wasted each day out the OCSD outfall, treats it to primary, secondary, then reverse osmosis levels, then sends it to AES for cooling thier equipment (this is already being done in CASA GRANDE, ARIZONA, creating a 200,000 dollar windfall for that city!).

Point 5 of S.A.N.D. Plan-

*ELIMINATES the need for DESALINATION and its environmentally destructive by-product BRINE by supplying high quality drinking water .
*ELIMINATES salt water intrusion using INJECTION WELLS.
*ELIMINATES the AES INTAKE and OUTFALL, by using EFFLUENT for cooling...
*ELIMINATES the OCSD OUTFALL PIPE and SEWAGE PLUME by reclaiming that effluent.
*RECHARGES our AQUIFER when treated wastewater is pumped inland of the clay layer to PERCOLATION PONDS (which double as wildlife refuges!), and percolates into the ground at about 11 feet per day, mimicing the NATURAL PROCESSES.
