Hi,
Rancho Mission Viejo is under attack, like many open areas.
There was a planning meeting given by the feds, state
and county trying to push through "conservation plans"
that allow
"incidental take" of vulnerable wildlife and
filling of wetlands.
That's
right, they call it a "Habitat Conservation Plan"
(federal) or "Natural Community Conservation Plan"
(state) instead of a development scheme. And they call
it "incidental"
when they "take" (kill) anything in the way
of the bulldozers.

At
the meeting, there was dissatisfaction with the construction
plan; but at least they are trying to involve the public.
