Dear OOG:

A little late notice, but be aware of the OMTS (Operations, Maintenance, Technical Services) meeting tonight, Wednesday, November 6, 5 PM at the usual place, 10844 Ellis, Fountain Valley.

I have attached, as a PDF file, the agenda for tonight's meeting. (OMTS_Agenda11_6_02.pdf) There will be reports of the progress of the increased level of treatment. According to the Bob Ooten report (see p. 11 and 12), the secondary treatment ramp up is nearly on schedule. The goal is to have all available facilities online, operable and optimized in January 2003. Increasing the level of treatment has reduced TSS from 51 to 39 mg/l and reduced the BOD from 72 to 64 mg/l (standard is 30 and 30). The graph on page 15 shows the percent secondary treatment to be 57% (up from 50% a year ago, 54% in July and 56% a month ago).

Staff is also increasing the ferric chloride added to the Advanced Primary Treatment to increase efficiencies (see p. 21).

I think this all adds up to progress and staff is working to implement the mandate handed down July 17. We, the public, need to stay informed, engaged, and active, and attend these committee meetings to demonstrate to OCSD the public's resolve to see this matter through. Attending these meetings will also help prevent any potential backsliding by the Board, should they perceive the public is losing interest. We must still make sure there is no effort to re-introduce the waiver at this month and next month's Board meetings.

Hope to see you tonight, and also tomorrow night's PDC meeting (Planning, Design, Construction) meeting. These meetings go from 5 PM to about 7 PM, with public comments at the very beginning.
