The Saddleback Canyons Task Force needs help STOPPING the so-called "Saddlecreek/Saddlecrest project" in the FTSP ("Foothill/Trabuco Specific Plan")

 

 

ORANGE COUNTY PLOT: To approve the EIR #578 allowing a zoning change and change to the FTSP which dooms many mighty oaks just like the Old Glory Oak.

Comments for the meeting (THERE WILL BE HANDOUTS):
-Don't amend the FTSP
-Significant impact on biological resources
-Impacts wildlife corridor impact
-Affects water quality
-Attack on viewshed
-Traffic impact too severe

EIR #578 proposes 162 houses on 598 acres for the so-called "Saddle Creek" and "Saddle Crest" housing tracts.

The FTSP plan (1991) was adopted by O.C. Supervisors to limit growth and support quality of life in the area, especially to retain its rustic nature.

FTSP protections include:
-preserve the rural character of the area
-buffer between urban development and the Cleveland National Forest
-preserve significant landform, biological, and scenic resources
-preserve "significant biological resources" (oaks, freshwater wetlands, wildlife corridors)
-leave the oak canopy alone
-"oak woodlands shall be preserved in an undisturbed state to the greatest extent possible while still allowing for reasonable development."

The current EIR serves the interests of the developers of the housing tract by "amendments" and "exemptions" to the slim protections of the FTSP.

They usually get away with this sort of scheme because no one is watching them, and there is no one who is paid to protect these resources. The greedy developers, lawyers and their agents
are paid to work and plot around the clock to circumvent existing protections, plans and the scrutiny of the Taxpayer, whose resources are being trashed for their gain.

After the bulldozers roll, people notice, but by then, it's too late. Supercilious developer flunkies, in their $1000 suits and $100 hair-dos, sneer at the working slob that "...you are too late, it's a done deal!".

These vile dudes propose the "inconsequential" destruction of 493 oak and sycamore trees, of all ages and conditions.

As we know, there is no "replacement" of a hundred year old tree--you have to wait a hundred years!

Moreover, this tract affects Aliso Creek.

ARMY CORPS OF ENGINEERS 404 PERMIT OBJECTION

Every project that affects the waters of the USA, including "blue line" watersheds, creeks, rivers, wetlands and Ocean, must get an Army Corps of Engineers permit, called a"Army Corps. of Engineers 404 permit".

The Army Corps of Engineers (ACE) administers the permits under the Clean Water Act, Section 404.

Normally, there is a comment period for each such 404 permit, during which you must raise objections. Usually, by the time you find out, the comment period has expired.

In this case, the period was June 29 to July 29, 2002.

It is NOT TOO LATE to object to this permit. I have spoken to Mr. Jae Chung, of the ACE, who stated that comments and objections will STILL BE INCLUDED in their decision.

ACE objections are the PRIMARY BARRIER to many projects: they cannot pass the Clean Water Act. But only if YOU object to the project! If the public does not find out before ACE makes its decision, we are never heard!

Only YOUR OBJECTION stands in the way of the bulldozers downing the ancient Oaks now only protected by the paper guarantees of the FTSP. Promises and paper plans are not much protection when it comes to the love of money -- greedy developers and their "friends" in the O.C. government.

Remember, Old Glory Oak, protected by John Quigley and now by Ed Begley and supported by Mayor Hahn, is only symbolic of our disregard of important USA resources -- being destroyed by greedy, scheming developers, operating in secret and from protected Board Rooms like JOHN LAING.

Bring these enemies of our heritage out into the open -- find out about their scheme, despite their attempt to keep it secret, and their many friends in powerful places.

The ancient oak known as Old Glory is only one tree -- but it stands for the loss of hundreds, that usually, are hidden from the eyes of the Taxpayer who pays for it all -- and gets robbed by these bureaucrats and subversives on the so-called "planning commission".
