Dear Ocean Outfall Group (OOG), dedicated to ending the 301(h) waiver held by the Orange County Sanitation District (OCSD):

Here are news articles concerning the decision by the RWQCB (Regional Water Quality Control Board) to approve bleach disinfection. The troubling aspect is that RWQCB seems to regard the bleach proposal more as an experiment to prove/disprove the plume reaching the beach, rather than a public health decision. Plans are afoot to appeal the Regional WQCB decision to the State WQCB. See:

Paul Clinton of the Daily Pilot elicited some interesting commentary from Blake Anderson and Garden Grove OCSD Director Mark Leyes today. It appears the good Mr. Leyes is planning to apply for the waiver again. Looks like we are not going to be able to let these people out of our line of sight. See: A clean majority on board
